OFFICIAL PUBLIC NOTICE

GENERAL PLAN AMENDMENT GP-09-01 TO AMEND THE DESCRIPTION OF THE FAIRGROUNDS LAND USE DESIGNATION IN THE LAND USE ELEMENT OF THE COSTA MESA 2000 GENERAL PLAN

The Costa Mesa City Council will hold a public hearing to consider the following:

GENERAL PLAN AMENDMENT GP-09-01 to amend the Land Use Element of the 2000 General Plan for the 150-acre Orange County Fair and Event Center property at 88 Fair Drive. The site has a Fairgrounds land use designation and is zoned Institutional & Recreational (I&R zone). The proposed General Plan Amendment describes the existing land use/traffic context, involves expanded text description for the Fairgrounds land use designation, and provides discussion on permitted and prohibited land uses. No change to the maximum allowable floor-area-ratio of .10 is proposed.

ENVIRONMENTAL DETERMINATION: Previously-certified Final Program Environmental Impact Report No. 1049 (January 22, 2002) and OCFEC Master Plan Final EIR (2003). The General Plan Final Program EIR is available as a reference document for public review at the City of Costa Mesa Planning Division, Public Counter.

The Public Hearing will be held as follows:

Public comments in either oral or written form may be presented during the public hearing. For further information, telephone (714) 754-5245, or visit the Development Services Department, Second Floor of City Hall, 77 Fair Drive, Costa Mesa, California. The offices are open from 8:00 a.m. to 5:00 p.m. Monday through Friday. You may also view the Council Agenda and the documents on the City’s Website at www.ci.costa-mesa.ca.us starting the Thursday prior to the Tuesday’s meeting.

IF THE AFOREMENTIONED ACTION IS CHALLENGED IN COURT, the challenge maybe limited to only those issues raised at the public hearing described in the notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

Costa Mesa, California - "Foley, Leece Pressure State to Stop Fairgrounds Sale"

Mayor Pro Tem Wendy Leece and City Council Member Katrina Foley met Monday with State Officials in Sacramento to press for cancellation of the sale of the Orange County Fairgrounds. The meeting included Scott Harvey, Chief Deputy Director, Department of General Services; Brent Jamison, State and Consumer Services Agency; and Leslie Lopez, Chief Counsel and Acting Agency Secretary. The City Council Members also made multiple contacts with area Legislative Offices requesting support for Assembly Bill 1590 sponsored by Assemblyman Jose Solorio and co-sponsored by Assemblyman Van Tran to stop the sale.

"I believe we made good progress in communicating to State Officials and legislators that Costa Mesa and Orange County adamantly oppose selling the Fairgrounds," stated Council Member Foley. Added Mayor Pro Tem Leece, “Sale of the Fairgrounds would cost hundreds of jobs and impacts thousands of small businesses and adversely impacts the local economy.” Both Council Members agreed that the proposed action would have no impact in solving the State’s current budget deficit.

The Council Members called for members of the State Legislature to approve AB 1590 during the current Special Session of the Legislature so the sale can be stopped before the scheduled January 8, 2010 deadline for bids. Members of the public are encouraged to write or contact their State representatives and demand their support of AB 1590. The Bill is expected to be voted on this month.

Approve OC Fairgrounds Agreement

(Santa Ana, CA) - The Orange County Board of Supervisors and Costa Mesa City Council have approved a Memorandum of Understanding (MOU) regarding the proposed purchase, governance, and operation of the Orange County Fairgrounds.

"This partnership between the County and the City of Costa Mesa to preserve an important community resource is based on our common belief that the highest and best use of this property is for the benefit of the public," said Supervisor John M.W. Moorlach, Second District. "We appreciate the excellent cooperation demonstrated by the City and look forward to working with Costa Mesa on this important undertaking."

"The City Council strongly believes that the best solution for the taxpayer is to halt the sale,” said Mayor Allan Mansoor. “If this outcome is not possible, then the partnership we are creating to secure this treasured asset is the next best alternative."

"The primary goal of the Board of Supervisors is to ensure that this property remains Orange County’s Fairgrounds," stated Supervisor Bill Campbell, Third District. "While we will continue to urge the State to stop the sale of the property, this action protects our ability to submit a competitive offer to acquire the fairgrounds and exhibition center at auction." Council Member Gary Monahan added, "Saving the Orange County Fair and Events Center is what we all want to accomplish. A City/County alliance is an effective structure that will make our joint bid more competitive."

Central to the agreement is the belief that the cancellation of the sale of the Orange County Fairgrounds is in the best interest of the public. However, if the sale cannot be stopped, the County and City want to be prepared to submit a bid in the State’s Request for Proposals process and have a plan in place for joint governance of the Fairgrounds.

Should the County and City be successful in their efforts, the creation of a Joint Powers Authority is envisioned to govern, finance the purchase, and operate the Fairgrounds with the financial backing of the County and City. Through approval of the MOU, the County and City have also reaffirmed to the State their commitment to maintain the Orange County Fairgrounds in perpetuity as a public facility.
